The basic wiring for the BASE3 to simply run TMCC/Legacy shouldn't be any more complicated than using the Legacy system. If you have a CAB1L or CAB2 remote, it should be just like the Legacy command base from your viewpoint. I was running trains with the CAB2 using the BASE3 and I didn't notice any operational differences.
