Brand new Dash 9 NO sounds Any Suggestions?

Lionel Amtrak Dash 9 (28343) just out of the box and no sounds at all. No horn, no bell, no crew talk, no tower com. Added 9V battery still nothing. Reprogrammed ID# several times. Cab 2 control with module loaded. Moves great, couplers work fine and lights operate correctly. Other engines working fine. Have powered down and repowered more than a few times. Any help will be greatly appreciated.
