Help - K-Line Plymouth hesitates on downgrade

I have a K-Line Plymouth that noticeably hesitates when going down a grade. It seems to be worse at low speed and it is happening whether or not I run it in forward or reverse and with or without freight cars.

Is this normal behavior for this engine? I didn't notice it before.
