Yes, when the gear thingy moves, you will notice that it must push on the arm of the small cherry switch at either end of the travel.
When that switch is not actuated, it will stay in that position.
The question is, is it still physically binding or is it the cherry not actuating the electronics.

The bottom has to be off and you need to actuate the switch and observe the travel to both sides.
Have you tried deleting the switch and reassigning it in the Legacy remote? Sometimes, it takes a little longer press on the button to fire the switch.
