A few questions that might help:

Has the Kline ever mounted the incline and how dies it run on flat loops? Is this Problem new?

will other locomotives mount the incline and can you measure current? How do they compare with the Kline? Your power supply is only one amp and might be limiting the blunami which I think will do 4 amps

Can you power directly from the 180w brick so it is just AC and the blunami?

my guess is your Amazon power supply is too small😕
