This is correct, only the designated lead engine will have whistle/horn.

As to the other issues, my only suggestion would be to delete the lash-up and re-add it. As I understand it, you want to set the engine features after they are part of consist by addressing them but not running them. Follow Suzukovich's instructions several posts above.
