Nobody can explain why shortcuts are taken with various circuits. My personal experience was that I had several LED's croak in TMCC locomotives with 470 ohm resistors, which should keep the average power to the LED well below it's 20ma rating. After adding the diodes to my upgrades, I haven't lost an LED since.
