O-GAUGER - If by handrails you mean the the metal rail along the side of the tank - my blue and purple car fluid levels are also at the handrail. My green and black cars are a tad (1/8" at most) above the handrails.

I know this post is over 6 years old, but those numbers stenciled on the bottom of the cars have nothing to do with each item's Lionel catalog number
