Zak, from what you describe:
"I now get voltage at terminals, A-C = 14.6v / A-B = 19.6v"
> A to C and A to B = you are seeing voltage across the XFMR windings only.
"Light in handle goes from off to bright!"
> Assuming this is only at full throttle, this would occur because the lamp is connected to A and connects to B at full throttle. (The current path for the lamp does not go through the Whistle Control or Direction Control.)
>> Check the wiper of the Variable Control Throttle, it is probably not contacting the XFMR windings.
>> If you find and solve the problem there, so that the lamp operates over the full range, but the variable track voltage is still not available at U, then follow Chuck and Rob's advice above.
