I have a brand new Pacific from this batch and watched another one run on Saturday also from this latest batch. Neither locomotive is behaving as you describe above. I can run at 1 MPH no issue at all.

Must be an issue under the hood with yours. Please let us know what you find out though in case it pops up in the future.
