MTH 30-3182-1 Budd Car - Won't run

Hi. Does anyone have any experience with an MTH 30-3182 Budd car? I power it it up, dings twice and will not move. engine sounds run and I can throttle it down, but motors will not engage. Sound comes on, bell rings twice as it should but it never goes into power up mode and will not move. I troubleshot it based on the instructions and replaced the battery as it does not do the typical power down that MTH should do. It just shuts off instantly. I tried lockout reset per the instructions to no avail. There is also no lockout switch on this model. Need some help here.
