The decoder is built into the PS3 board. I believe it has the DCC codes included. I've attached the FEF instruction set. The basic functions should be the same as on your 4-12-2. The basic functions are consistent among my collection of diesels and with my steam (UP Big Boy and ATSF Blue Goose).
