MTH RailKing PS1 Hiawatha Hudson won't chuff

Hi, I was running my MTH original Proto-Sound 1 RailKing MILW Hiawatha Hudson and noticed when it move in either direction, it doesn't chuff. I've tried the Feature 18 Reset, the Feature 27 Reset, and Feature 2 Reset, and none of them worked. Please let me know if there is a way to fix this.
