MTH Z-4000 Transformer (red light).

Hello All, I have a MTH Z-4000 Transformer. The red light has come on and won't go off. I've disconnected all wiring from the trans former, plug it into a different socket making sure both levers were in the "off/down" position and I still get a red light. what is causing this issue?
