After a little research, yes in fact that cask is for long term dry storage of spent fuel assemblies after cooling in a plant's spent fuel pool. The stations I worked at were no where close to a full spent fuel pool so I never got to see that operation of transferring cooled spent fuel assemblies to this type of storage cask.
