It sounds like to me you have a MPC 2125 Whistle shack, only offered in 1970 and '71. It was made of mostly of postwar parts. There is a double sided sticky tape that holds the whistle mechanism in place. That has usually dried up by now and no longer holds the whistle in place. If you blow in the whistle chamber and no sound, likely a cobweb or dead insect in the chamber box! You can replace the whole unit from any late 6026 or 234 tender.
