After checking it over and lubing the axles, a shakedown run showed that the wheels didn't roll freely. The car was taken out of service with bad orders, and sent back to the shop. I popped the wheels out and ground down the axle points about 0.20mm which seems to have solved the problem.
I may change the trucks to a better set of sprung trucks. The originals are really cheapies.I also added an ounce of weight which put it right at NMRA standards.

For truck replacements I use the MTH articulated coupler trucks that give more flexability in tighter turns. I use them on everything I have on the rails. I imagine there may be similar types out there.
