Cab-2: No loco movement below speedstep 30

I'm new to Legacy and noticed that my locomotive does not begin to move below speedstep 30.  Here's my config:

 

  • Legacy 4-6-2 Pacific (Chicago & Alton)
  • TPC 300
  • Powerhouse 180
  • Legacy 990 Command Set
  • Oval track consisting of 60" diameter Fastrack and 20" of straight track

 

The TPC is connected via a 10" terminal track.  I followed the procedure in the TPC manual for setting Legacy control and maximum track voltage.  Am I overlooking something simple?
