I have been contacted by the granddaughter of a former engineer on the 2929 CPR Jubilee 4-4-4 based in Fredericton, New Brunswick, Canada in the 1950s. She asks whether any toy or model trains have been made of this locomotive. If not, she would like to know the name of a good custom builder. Any insights or observations are much appreciated.

Weaver did the Jubilee in O Scale. Did a quick search and found an outfit called "Graham's Trains" that had a 3 rail version for sale. Perhaps helpful?
She knows the real engine is at Steamtown, right?

You didn't provide her full quote, i.e. "She asks whether any toy or model trains have been made of this locomotive." The title of the whole thread is "CPR 2929 Jubilee". I wasn't an english major, but that pretty well defines what she is looking for, in my opinion.

There are brass HO scale out there.

Pacific Fast Mail (brass HO) made them in the 1970s.

If you are referring to the Pacific Fast Mail HO model from the 1970s, please be aware that PFM has been gone & out of business for 30 or more years. Thus, you will be hard pressed to even find one of their catalogs.

Steamtown, sad condition. For some reason this locomotive did not make the cosmetic repair list, that was part of the 2008 Fed Stimulus package applied at the National Parks.
IMO, the Weaver model did not sell. They were discounted, available a couple of years ago. Place a "wanted" on the forum, you may find one.
I saw 2929 at Steamtown just last week. My jaw hit the ground with a loud clang when I saw the state she's in. The photo doesn't do it justice how bad a condition this fine locomotive is in today...
Mike, the big issue is that she was not part of the asbestos abatement program, which means that her condition will most likely not improve. I can't imagine the NPS letting any volunteers within 100 feet of her.
anyone else still think Steamtown isn't working? JJ needs to save that one.
