I have a Lionel 6-18095 E-6 Atlantic that I upgraded to command, and installed the ERR Cruise Commander M upgrade board.  It runs slow and smooth at home on my "test" loop.  When I brought it to my clubs seasonal display layout, it does not operate at slow speed; jack-rabbit start, and does not throttle down.

I have a Lionel Cab1 and Base at home, run through a DCS TIU, powred by a PW KW (fused w/ TVS). 

The club layout has the Legacy 990 base/remote, powered by a Z4000.

Any idea why this would happen?

The clubs system needs to be grounded through the 3 prong plug . Seems the transmitter uses the house wiring for 1/2 of the antenna via the equipment ground. Seems like a simple fix but it works. My home loop I had a locomotive that would only go half way around a 8x8 layout . I tried different antennas inside the engine ,nothing worked until I read someones post that explained it . Plugged the transformer into a 3 wire  extension before it was just 2 wire no ground and like magic problem solved.
