Before Christmas, I attended a Great American Train Show and was able to look at a MTH's H8 Allegheny up close and personal.

What struck me as odd and what I am writing to ask about, is it seemed to me, compared to other O gauge locomotives, that the Allegheny I was looking at was smaller, scaled down, out of proportion.
Was what I was looking at an optical illusion or was that MTH product compressed a wee bit?

I have two of the MTH Premier C&O H-8 models. If you were NOT looking at a Premier, i.e. scale size model, then it could have been one of those slightly "smaller" models that MTH offered that were sized between the "Rail King" and the "Premier" line models. However, I can't remember what MTH called that series.

Both of the MTH models I have, compare VERY favorably with my Sunset/3rd Rail "Anniversary" super detailed model of the C&O H-8.

You mean the RailKing Imperial series?
