There was a segment in TM Books and Video's first issue of Toy Train Revue back in 1991 that showcased a very interesting model of CB&Q 5632 built by one Howard Bixler. It had a moving bell, realistic sound, an engineer that moved his head and pulled the throttle, a working break system, and many other intricate details. It was modified from a Max Gray model, and it took over 7 years for Mr. Bixler to complete it. You can see a couple photos of it in this thread.

Does anyone have any information about what happened to this model? If it still exists or who owns it?

Well, I am 32 years late on this, but holy operating steam locomotives, Howard's O-scale Northern did everything some of us have been dreaming about since Lionel started the VisionLine series.

If you've never seen the engine in action, there's a few minutes of it in TM's Toy Train Revue - 1991 and they also added it to the more recent Toy Train Revue - Part 1 released about 8-9 years ago. BTW: I recommend the latest Toy Train Revues - I bought Parts 1-4 last month and am thoroughly enjoying them.

The Northern had: Very slow starting speed due to heavy flywheel; smoked like a chimney; good sounds; engineer's head turned, and he moved the throttle. Inside of the engine and tender were chock full of electronic gizmos, servos, etc. They said he built it over a 7-year time period.

It stands to reason the model exists somewhere in someone's collection.
