IRV2 and sensortrack add-on availability date changed.

I noticed over the last few weeks that the IRV2 and sensortrack and add-on availability on Charles Ro's website has moved from 11/10/18 to 12/10/18 and now 07/10/19. Was anything said at York concerning delays for these or is this just the usual Lionel inability to predict product availability dates?
