I have a Vision Line 11154 Loco that starts up as soon as it sees track voltage. Switch to program, no response to new address I enter. Switch back to run. Try 01,99 as address to try to run it. It will not respond.
Tried reversing program and run in case it was wired backward and no luck.
It appears that it is not seeing the Legacy signal.
Any suggestions would be appreciated.

Odd to startup when power up. Is the antenna the place to start. It sounds similar to losing power and regaining power and having it restart at high volume and smoke on. No signal
Check continuity from the handrails to the wheels, if they're connected, there's an antenna short. Does the headlight flash when you first power up?
