I have previously seen on this Top Line of the Legacy Remote, the Battery Indicator.  However There are if looking closely other Icons along this Top Line.  I have browsed the Manuals for Ver 1.5, Hard Copy and Ver 1.6, Soft Copy for the Lionel Legacy Control System and can only find a reference to the Battery Indicator.  Is there a place in the Manual that anyone is aware of that explains the remaining Icons?  The reason I am asking is I have started to notice that on the far right hand side is an Icon I take to mean "I am Busy" like Windows 10 displays.  It is a circling set of two arrows chasing each other.  I also went by my Control Board where all "Control Boxes" are going crazy indicating that they are receiving information from the Legacy Remote.  I guess the Bottom line is "Why is my remote showing the Icon and why is the Remote issuing Commands sequentially and without any input from Me?"  I checked to see if like the "Brake" lever was pulled down but it is up to the Top.  Also interesting is that I have two Legacy Remotes and the same series of events was processing as soon as it was turned on.  And further, the Control Boxes settle down when both remotes are turned OFF.

If you accidental have your finger on the bell / whistle button when the remote is turned on, it will send out a continuous command for the bell.  Also, the rocker switch for boost / brake often sticks on its own. Make sure you don't see an Up or Down arrow where the ENG should be on the display.  The symptom you are describing sounds like a stuck button issuing commands.

The display has a lot of unused icons.
