Lionel 5133 switch

I have a Lionel 5133 left hand switch that is acting erratically. When I apply power to the track, it wants to change both ways, thru and out, at the same time. It just goes back and forth. I am using the single lever controller with the Voltage Plug removed. I've taken it apart but can't see anything obvious like a bad solder joint. Any help would be appreciated.

Make sure you have the insulating pins in their appropriate place.
