I presume it is for heat reduction.........but why did Lionel put fans in these transformers?
Other manufactures did not seem to see the need.

it appears that a cooling fan was built in cause it does have a small circuit board that would overheat as it sits not far from the main transformer, the lionel cooling fans fail quickley as a result of a sleeve bearing fan and not a ball bearing fan. a lot of those CW transformers will need an upgraded fan not expensive and not to hard to replace I replaced mine and it is just a low tone hum like a computer fan would be as it is the same type of fan
