I have a Lionel Legacy CNJ 4-6-6-T engine (#2031040) with whistle steam. The issue is that the whistle steam stays on all the time until I blow the whistle, then the steam stops. As soon as the whistle stops blowing, it starts steaming again. Anybody know how to correct this?

try reprogramming engine, my visionline niagara did that. i think reprogramming it fixed it

Check out my thread from a while back, had the same issue caused by the Smoke Unit running too hot a melting the unit.

I just posted in your thread, I believe it's a problem with most or all of the 4-6-6T models.
But my whistle steam unit smokes when the whistle is not blowing and stops when the whistle is blowing. Seems more like a wiring issue.

That's really odd, I'd have to see that and trace the wires. Note that the wires are a 1:1 connection between the 5-pin connector on the smoke unit and the 5-pin connector on the RCMC or LCPx boards. So, any wiring issues should be pretty easy to diagnose.
Found the issue. The metal divider plate in the smoke unit reservoir was installed upside down from the factory. The slot was at the top. Flipped it over and it works like it should.
Well, that's another reason!
