The smoke unit seems to work correctly, too much fluid or an air bubble in the puffer could prevent it from coming out the stack, try gently blowing down the stack. Of more concern(to me), Is this a new loco, that whistle sounds incorrect, like somehow that loco ended up with a diesel horn instead of a whistle.I used to own one of these and the whistle sounded nothing like that.

I don't like to comment in a negative fashion about another fellows engine,,,,,,,,,,,,,,,but, it has a HORN not a whistle,,,,,,,,,,,,and is the fan for the smoke unit turning in the right direction?
This baby would go back to LIONEL if it were mine, either by me or my dealer. Everytthing else seems ok to me.
You might have a one of a kind there on your hands.
Sorry for what might be seen as a negative comment, but I think you want to know.
