Am I correct that legacy locomotives have a module in them? I have a norfolk southern dash 9 and I don't see a module. Help

There have been some shipped without, and some even with blank modules, Not to fear you can load the information manually by scrolling through the menu, naming the loco, and selecting "diesel","legacy railsounds" etc.
Would the module be "in" the locomotive or in the package the loco came in?
It would be in one of the pockets in the styrofoam packing along with the spare traction tires, and pipette for the smoke fluid.Its usually hiding in a small foil looking anti-static type bag.
They are a convince not a necessity really. And soon the will be going away
You cod start with the generic ones that came with the Legacy Base but you will find they don't help all that much
