MTH 2019 Volume 1 Nickel Plate RS-11s will they have the MARS Lights?

I did a Youtube and Google image search, and could not find any evidence that MTH has previously tooled an RS11 with a MARS light. That said, the only way to know for sure is to examine the engine once it arrives in your LHS.

Wouldn't it also require a lead off the board and a proper sound file for a Mars light?

It would; the standard PS3 board could support the code and lead, though. I was going off whether MTH had previously gone to such lengths on the model. That said, I did just look up previous RS11s on the locator and discovered that MTH has previously tooled an SP RS-11 with the proper light package, so it is possible the NKP ones will have a MARS light.
