The tip off is the #44 and missiles.  This was part of the kit for the #44 missile launching car.  The OTC was similar to the UCS for operating car that had pickup shoes.  The OTC was sized for 027, so the extra rails were to raise the height for O track.

Slight correction:  The #44 is the US Army Mobile Missile Launcher which is a motorized unit.  The missile launching car is the #6544, which uses the same platform as the #6519 Allis-Chalmers freight car and used a manual firing mechanism, not a control rail of track where the UTC would be used.
