First experiment!   I have an old Legacy base as well as a very new one.  Both had the same level of signal strength as indicated by how well my trains ran with no stops with headlights flickering.  Most ran ok but some were pretty bad. In both tests, I used the power supply from the old base thinking that would not matter.  Was I wrong!  The new power supply improved the signal substantially with either the old or new base!   The output of each of the base power supplies was between 8.5 and 10 volts AC.

Second experiment ; I have two 20 amp circuit breakers devoted to my layout.  One breaker is for track power only and to this circuiit I also plugged in the TMCC Base.  The second breaker is for all the lights, and accessories on various fixed voltages.  I simply tried plugging the command base into an outlet that was fed by my second breaker.  The result was immediate.  At this point, I also added to my command base and the DM TMCC signal booster which I had previously concluded  had not helped much.  The results were dramatic.  With the base and signal booster the train plugged into line outlet and using the old TMCC power supply, produced ratings of base 1.03 and boost 2.97  Simply switching to a new  power supplies but still plugging into the train outlet yielded readings of base 1.60 and boost 4.72.  Plugging into an outlet fed by any other circuit breaker read  base 1.66 and boost 4.98. Any theories on what is happening here?

Trains now run well and even my worst engines do not loose signal anymore.

So if having problems such as mine try a new base power supply and know that the DM signal booster works well. Not sure this will work for everyone  as it may have more to do with my home wiring.   Phil

Unless the old power brick had some defect, I can't see that making any difference.  The AC from the brick goes immediately into a bridge rectifier and through a DC regulator.

The earth ground (3rd wire) from the outlet is all important, if there was something wrong with the connection between that wire and the outside barrel of the brick output, that would affect the Legacy track signal.

One other point.  Without actually looking at the output of the command base, it's not possible to know if the two bases are equal or that the power supplies are not compromised in some other fashion.  I've seen command bases with varying amplitude outputs as well as signal with a DC offset, as a couple with distorted output waveforms.
