Not sure what you mean by "just the remote".  You will need the 990 system which is the Cab2 remote and command base.

Just to clarify, a Legacy system will allow you to access the unique features of Legacy engines.  All TMCC equipped engines will act the same with the Legacy or TMCC control system.  You can run both TMCC and Legacy engines with a TMCC control system, but a Legacy engine will act like it's in TMCC mode, not enabling the unique Legacy features.  You will see no difference in the TMCC equipped Atlas engines, although some have claimed their engines run smoother under Legacy.  The enhanced Legacy features include the quillable whistle or horn and more crew talk.

Regarding loco performance, I never really saw any noticeable improvement in running TMCC locos with the Legacy system vs the CAB-1 setup. 

 

The improvements for me were:

Much better reception range 

definitive indent notches in the throttle wheel

sonic and visual feedback when a command is entered on the keypad

 

The cab-1 always had poor reception (about 15 ft). The throttle wheel was easily bumped since it spun freely and I was never sure if a button press was actually being received.

   I also do believe it depends on the engine, the new Legacy Shay runs smooth as glass on my Fastrack Christmas layout, in fact no need to even use the traction rubber bands for the wheels, when we had the Game room/Office layout up the TMCC engines did not really impress me, some were a little jerky and signal loss was noted here and there over the layout that DCS ran with all 10's.  The legacy engines run perfectly smooth now, I see lots of quality differences in the actual run performance of the Legacy engines.  Along with the FT CC switches it was the main reason I finally made the investment into Lionel Legacy, got to admit it took Lionel a while to get the bugs worked out of the system, glad I waited as I did to purchase.
