Turn the engine upside down and run the engine quite fast.  Put an object, such as a pencil, against one wheel at a time and check if the pencil moves up and down excessively.  Do the same for each flange.  You might also be able to observe the wheel wobble without using the pencil.  If you have a lot of wheel wobble, the cause might be a bent axle or a mis-drilled wheel.

Very good test Earl. I can't believe I never thought of it because I like to buy Post War 44 Tonners when I can get a good buy. They have a tendency to develop wheel slop over the years due to worn bushings.

I always just pushed the wheel sets side ways but your test is much better.
