Hard to know what size that really is from that photo w/o any reference point, but if you get the right casting from PSC you can do something that looks "right" with a bit of brass wire from Detail Assoc or as Bob noted K&S, and for 99.95% of the world, that will be just fine; the other 0.05% can be poked in the eye with a sharp stick until they submit.

A little better look.   Probably a two inch pipe. 

Pipe is missing from the other side. In and out to a pre-heater that tempers, heats the cold water before it is added to the boiler. 

This Pennsy locomotive is also super heated, where saturated steam is dried, heated to a higher temperature by re-introducing the steam to additional flue heat with additional tubing.  More energy.
