Usually you can but we need more info about your layout.
Are you using a TPC 400?
Is your layout single track or double track?
If its double track you can have one PH per track but it's also a good idea to have the two tracks electrically isolated from each other.
Yes, you can. The TPC 400 is designed to handle 2-180 Powerhouse bricks. Although I doubt you'll need another with that size layout.
I'm with william, one brick will be plenty of power for that layout. I recommend wiring with 14ga wire as well as 14 ga feeders.
