Problems with my MTH 30-9116 Columbia Oil Storage Tank

Has anyone had problems with their Columbia Oil Storage tank? {MTH 30-9116} I bought one a long time ago and it quit working not long after I bought it. I just kind of let it go and used it as a static display. I recently decided I would like a working storage tank. I took the tank apart and noticed the 2 arms that raise and lower the roof are at different in heights, which means only one arm is really raising the roof and probably putting the roof in a bind. I tried jumping a tooth on the driven gear on one side but it didn't really make things better. Has anyone else run into this problem? Don
