Hi Everyone, I purchased a lionel sd70 6-18265 from stout auctions and it arrived minus the orange module, Do i have to purchase one from Lionel in order to programme it to my legacy controller?

You don't need the modules per se. You can enter the information from the CAB-2. The modules just make it "easier"/"faster". It might take 60 seconds to program by hand vs 10-15 seconds to do the set up with the module.
No. All information can be entered manually. With 1.52 you have access to the lighting menu which will cover anything the module doesn't add.
That will get you going. You can also use the LSU software to "program" the 2 lower panels of the keypad to have some lighting features on the "front page" so to speak.
You can then order the module in case you want it for later.
