The #4 terminal doesn't sound right. Are you sure it's not the #3 terminal for the power supply? In other words, it's the number 3 wire in the controller harness that gets connected to the fixed voltage. The #3 terminal on the track nothing gets connected to it. Also power to the track must be connected to the track correctly, A to the center rail, U to the outside rail. If these connections are reversed the track will not work correctly.

Are you sure its an RCS track.  Lionel made the RCS (early post war) and then later made the UCS (later post war).  The UCS is the one with the magnet in the center.  The RCS has only the extra rails, no magnet.  The RCS will only work with those cars where the ucoupler is connected to a plastic shoe.  IF the coupler is the type where a magnetic field pulls part of the coupler down to open, then you need the UCS.
