Can multiple Sensor track recorings run at the same time? 990 controlling two tracks each with at least two sensor tracks and multiple engines. Will an engine initiating a second recording from same sensor track recording or another sensor track recoring impact the function of the first recording initiated?

I'd be surprised if you could have two recordings running at the same time from a single sensor track. OTOH, if you have two tracks I suspect you can have one recording running on each. I haven't tried this, but it sounds like an interesting experiment.
The sensor track can hold 2 recordings. One for each direction. Every time you record, it clears the previous recording. You can decide if the recording is for all engines or a particular engine. Each of those 2 recordings per track can specify only commands from certain devices if you choose or they can be for all devices sending commands. There are basically 3 modes (all locomotives/trains, one locomotive/train, only devices specified).
So you could have 2 different recordings per sensor track but the engines would have to pass over it in opposite directions.
I'm about to post a video of my new layout track plan and the complete LCS system setup. I have 10 sensor tracks, ASC2 modules, BPC2 modules, WiFi Module, CC switches. Everything is completely CC on the layout using the LCS system, even all the accessories, lights, Operating track, uncoupling tracks, etc. There are no electrical switches anywhere. They can be controlled through the CAB2 or LCS Ipad app.
Just as an example I created a recording the other day that backs a train onto a siding up to the icing station, then the Vision Line PFE Ice car (that's next to the ice car that goes with the icing station) sounds start, then the icing station accessory starts and loads the ice blocks in the ice car. Then it stops, then the Vision Line car sounds start again. Then the train pulls out of the siding. It took a lot of recordings to get it all timed correctly, but soo much fun! That was just a test run. I have so many different recordings planned.

Sounds like a great video. Looking forward to seeing it.
I went back and reread the Sensor Track Manual and found some of the answers to my own questions. So, As I now understand it -
Mode 3 Recordings will not effect the functions of other sensor track. so, if you want to have multiple recordings running then they must be done in mode 3 (specific to an engine).
Mode 1 and 2 recordings will play back on up to 5 engines with a start delay equal to the delta of the engines crossing the sensor track. While this mode of recording is triggered then all functions of other sensor track(s) is suppressed.
I have 4 sensor tracks and so 8 different recordings that are engine specific. Several of the recordings overlap and are active at the same time. One thing to remember is that when one sensor track is in record mode you cannot trigger any of the other sensor track playbacks.
