It looks like there are two boards sandwiched in the tender. Do you need the amplifier or the actual Railsounds board?
Lionel has the amplifier board listed, but the RS board says unavailable

Depending on what failed on the board it may be able to be repaired. The only other choice is to replace the entire RS system with a new RS4 generic steam.

You can guy the ERR RailSounds Commander from Modern Toy Train Parts and I believe it's $85. That will totally replace your RailSounds package.
I have the Railsound board from my Chessie T1 of the same era. Don't know if it's the same board, but I think it is.
I can send it to you and if it works out you can send me a few bucks for it.
One issue with the older units is that the parts are obsolete. It is much better to replace them with current production parts like those available from ERR.
I'd take Don up on his offer, looks like the path of least resistance.
