I don't bother. First Lionel makes it difficult to purchase Legacy boards at this time because they want you to buy the latest version out there. 

Second, other than the quillable whistle and 4 chuffs per rev I don't see any other difference. While you can't correct the quillable whistle function, Forumite Gunrunner John via Henning trains sells his Superchuffer 2 board that gives you the 4 chuffs per revolution. 

But if you don't like doing electronics and must have the quillable whistle, you can attempt to sell your locos then buy the latest and greatest.

You can buy RS5 boards and use exsiting TMCC electronics to drive them. Lionel does sell a few early Legacy RS 5.5 boards but to get the full effect you would need a Legacy radio board. Not sure if they have one for your N&W engine though. 

Many are roadname and cab number specific which limits their usefulness. 

You might want to look at ERR's latest Railsound boards. They are a step up from RS5 but not quite Legacy.
