I would say a home made job from something else but it it very cool and different!I would stip it and do a repaint on it. You might want to post this over on the tinplate forum Ben you may grt more info over there.

When the fair closed the B of T took the cars and installed them as a training module in the IND Signal school at 14th St. in Manhattan.

I recall seeing a photo that suggests that they built another module in O Gauge, using a Lionel RDC. It'd be neat if they subsequently upgraded that to one of the modern subway sets, but at the same time I could see why if they didn't bother).

When I was in signal school in 2005 they had a Williams RDC on the track and painted for NYC subways. I offered them some R17's but they said they could not accept them
Lionel made a Standard Gauge Prototype of the Hudson Tube Train back in the teens but it never went into production but I think someone was going to reproduce it but I don't think it made any progress.
