I have heard that TMCC and Legacy are interchangeable is this true, I'm going to start building my first '''O'' gauge layout next month. Due to the cost of Legacy I'm going to start with TMCC can I operate Legacy locos with TMCC system?

Yes. The Legacy locomotive will only have TMCC functionality. No quilling whistles, limited speed steps, etc. but they will operate.
