I have Lionel 14588 from 2004
If you want to avoid the toy train look, they should be off when running. The other option is installing Gunrunnerjohn's Super Chuffer. Among other cool features, it turns the cab light on when stopped, off when running.

GRJ actually posted a different board for lighting that has all kinds of options you can do. The super chuffer is a bit expensive for that
Thanks for the input guys will look into the options you guys posted
If no smoke the output can be configured to run cab light with on and off. Some Early diesels with no smoke ran this way. Directional lights and cab light. Or directional light and beacon. G
For diesels, I use this circuit to provide Rule-17 lighting control, two level smoke volume control, and automatic cab light control. When the engine stops, the headlight dims, the cab light comes on, and the smoke volume is reduced. When the engine is moving again, the headlight is back to full intensity, the cab light is off, and the smoke volume is full.
FWIW, I offered kits to build these some time back. I never had enough volume to justify making it a product like the steam products or my lighting kits.
Here's an application drawing showing how it's wired into a locomotive.
Here's a schematic of the actual module.
