Lionel has posted an update for the B3SU on the Power and control website. The release notes are below.  I doubt you will see much physically but the behind the scenes enhancements are what's in the release notes.  This is a free utility that Lionel provides to be able to access Base3 via a PC.



  • Wi-Fi connection optimizations

  • 4-Digit engine optimizations

This is a tough one. Support for Windows 7 ended on January 14, 2020. Even if it did install, I'm betting you'd run into strange errors with wifi and shared software libraries in particular. Maybe Lionel support has some workarounds, but I wouldn't bet on it.

I'm running on Windows 10 without issues.  I have the previous version on my Windows 11 machine.

  • A PC that is running Windows XP (SP3) through Windows 10

You may need to run the setup program as an administrator or make sure you are logged as the Administrator when you run the setup program.

OR this can be done the hard way, and that is to open the Base3SystemUtility.CAB (it works much like a compressed ZIP file) file directly and copy the files directly to a folder on your C Drive. You still need to register the VBSTKIT.DLL file which is where your computer is having trouble in the first place.

To register the DLL file:

Copy the VBSTKIT.DLL to the c:\windows\system32 folder.
Next, open a command prompt window with administrator privileges.
   *   The methods of doing this vary between Windows versions. Generally, find the command prompt in the start menu, right-click on it, and select "run as Administrator"
type regsver 32 /i VBSTKIT.DLL and press enter

Now from the folder where you copied the Base3SystemUtility.CAB files, right-click on base3systemutility.exe, select "send to" and then click on "Desktop (create shortcut)".

Use the new shortcut to open the base 3 utility.

Thanks for this.  Here is what I did:

1.  Create new folder C:/Program Files/Lionel/B3SU  which is the only folder the program (according to Lionel) can reside in.

2.  Extract the Base3SystemUtility.CAB file to that folder using 7-Zip

3.  Right click on base3systemutility.exe and create a shortcut on the desktop

4.  Right click on the desktop shortcut and under Properties / Compatibility  check the box Run this program as an administrator and click Apply.

5.  Didn't have to register any .dll files

Although I haven't connected it to the Base 3 yet, the program opens.  I post back if it doesn't run properly for some reason.

And just so there is no confusion, this update is for the Base3 System Utility program made to run on a PC.  It allows the PC to communicate with the Base3 for doing some house keeping and such.  This is not something you install on the Base3.

Actually, all the Lionel utilities, The B3SU, the LSU, and the LCS WiFi Monitor do the same thing, so it's clearly wanting some VB library that I don't have.  I'm running a clean installation of Windows 11 Pro on my new machine.  I did install the VB 6 runtime library, but that didn't fix it.

Mine was a clean install as well on a new PC that I built.  Not sure but I have LSU on it as well.

I'm thinking because this is Win11 Pro that I'm hitting issues that might not exist in Win11 Home

There shouldn't be any difference in it working between Home/Pro.

Have you tried installing the application running as admin? I ask because to my memory the app is fairly old fashioned in the way it installs, may not be asking or working fully with UAC(User Account Control). You can do this by right clicking the installer and selecting "Run as Administrator". I'm also curious what path you are attempting to install it to?

I am running windows ll and have loaded the B3SU.   

The install files must be somewhere on the C: drive.    If loading from another drive it gets confused on the install.

These are the Microsoft library support files installed on my system.   Control panel, Programs and features shows the installed programs.

Yes, I did all these installations as an admin.  I never get to pick an installation path, that screen flashes up for a couple seconds and the installation terminates with nothing done.  I also turned off UAC totally to see if that helped, no dice.  I was going to try to run in Compatibility Mode as that is suggested by several searches, but that isn't an option when I check the properties of the install files.  I also did install the VB6 runtime libraries from Microsoft, apparently that didn't impress the installation either.

That was it, talk about lame!  I moved the install files to the C: drive and it went right through!

Great, thanks!  That was a head scratcher, I never thought about it getting confused just because of where the files were.

Excellent, now that it is working does that mean that Lionel will release a new version any moment so you can do it all over again?

Now that I know the secret, it's not a problem!  I remember years ago running across oddball install behavior, in that case it was the app would only install from a 8 character or less name right off the root of a drive.
