I have a few MTH PS-1 locomotives that I want to upgrade to TMCC, but funding will not be around until next year at the soonest. But two of them have bad motors, and that's the only thing keeping me from running them now. My question is under a normal TMCC upgrade are the motors replaced, or do they use the existing motors? Basically I need to know wither I need to get replacement motors or not.

Assuming a functional motor, TMCC upgrading does not require replacing the motor.
So, is it best I get functional motors on my own before I get them upgraded?
Yes, otherwise you won't know whether the upgrade is working once installed.
One of them is the diesel, the other is a steamer.
As long as the motors are available from MTH, they're not that expensive to obtain replacements, I think that's the way I'd go.
