The second board is from a 1980 era SOS/Whistle tender.

It looks like DCRU and whistle-only boards from a PS(PS-1) RailKing steamer.
Unfortunately, I have only actually used the QSI QS2 and it has a specific feature set/menu. Is there a master reset? I figure you've already done that but you never know.
If you had access to an alternate known working sound board you could try that too .
Often, it's a simple as separating the boards and re-seating the pins firmly & positively.
That first board is not MTH used. Lionel also used QSI and their sound board in some early stuff. The wire colors, and power method to the top board are the key. G
I will agree with Rob on this one. The first one is a QSI reverse board equipped with a whistle (or horn, can't tell) board only. I can't say I recall a Lionel product with that board. The second board is the intermediate version of the Lionel SOS and whistle board. Best working of the electronic circuit boards. There is a thread right now that a forumite needs that original board board for his 1980 version of the N&W J.
Maybe Chuck, but I still disagree. MTH used header pins to connect. Remember QSI sold stuff to several manufactures and consumers. That looks like QSI not MTH OEM set up.
Weaver used DCRUs with Whistle or Horn; Williams also.
Lionel Used DCRU though I can not confirm a whistle variation. But 6-18018 is a DCRU set up with RS 2.0. I have upgraded 2 of those.
Only Lionel, Weaver and Williams used a grocery bag tie wrap on boards and wires. Mth used black tape and or a plastic board holder.
As far as the original poster is concerned there is no resets for DCRU, the are just an electronic reverse unit. Only advanced sound boards had a processor controlled operating system that needed resets. The DCRU does need a lockout switch, or a jumper in the header to work. Can't see it on the side of the board the pictures show. G
Ya, you're right G, MTH top sound board has pins. OK, it is probably Weaver.
