Yes, the switch blister is missing its frame.
Lionel started packaging some items in blister packs in the 1960's. I may have some notes on exactly when, and what was available.
Of all the items on blisters, the switches seem to be the ones most commonly seen today. Don't bid too high.

Other items that came on blisters include:
#76 - set of 3 lamp posts (also fairly common)
#151 semaphore
#140 Banjo
260 end bumper
??? girder bridge
??? 027 straight tracks (rare)
??? 027 curve tracks (rare)
??? 027 uncoupler
SP smoke pellets
909 somke fluid
??? maintenance kit
925 grease

I think there are more, I am positive on the ones above.
The above is all postwar. Some items were also blister packed in the MPC era.
Many Lionel slot car items were also blister packed.

Lionel usually modified the item number by placing a "B" in front. For example, "SP" is the item number for smoke pellets. When they were on a blister pack, they became "BSP".
Many collectors prize unopened blister packed items. They display nicely.

Interesting! They really cheapened things down towards the end didn't they? Such a shame. As was MPC's further redesign. The original O-27 turnouts with the little red & green lenses were cool.

Have you ever seen the die cast prewar "siamese" (027) controller? I'll have a pic up in a bit.
